i have just checked what my exchange should be doing on the BT website & its now saying that i should get 2mb !!!! it was 6.5mb last week, do BT downgrade exchanges?
Hmmmm when i enter my postcode into the broadband checker i get 6mb as a result & 2mb for my phone number.
With the downstream attenuation and noise margin I think your gonna struggle to get anything near 6.5meg. One thing that sticks out is the upstream noise margin. It pans out much the same as the downstream. Would expect the upstream to be significantly higher with the narrower bandwidth. I agree with the poster who suggests looking at and possibly modifying the extension wiring.
If you can identify the master socket and it has a removable bottom cover, I would remove this as this will isolate all extensions and equipment connected to those extensions. Then plug you router directly into the test socket of the master backplate. You will see this once you remove the cover. When you plug the router in do not use a filter. This will then give you a clearer indication as to whether it is your wiring or further up the line.

Checking by postcode is always a bit hit and miss, it gives an averaged estimate for the area so it can be wildly wrong.
Unless your wiring is pretty messed up then it looks like your line is pretty long as the high attenuation indicates. As your on ADSL Max then if the wiring is having an effect then it should adapt to that pretty quickly once corrected so see what your stats show then.
