Do you know why that is posted at 15kb/s? and upload is twice as fast as that?

Woah, thats low. Not sure why the speed is showing as higher, but thats why you're getting poor speeds.
It should only really drop that low if there's some sort of stability problem with the line. You should check your wiring and setup, make sure everything on the line is filtered, test from the master phone socket without anything else, etc.
But... right now you probably won't get much higher immediately, once lowered the profile "should" automatically go back up within 3 days if your line remains stable. If it drops back down to the level to cause that in the first place then it'll stay at those speeds.
Also are you out of the 10 day training period as it could just be due to that.
It's been 3 weeks since I upgraded to 8Meg unlimited and 3 and a half weeks ago since i upgrade from 1 Meg to 2 Meg. Checked all the filters their fine. Could it still be upgrading? it took 3 weeks to deliver the livebox but I kept with the dsl-g640t router.

The 10 day training period starts from the first time the modem/router connects after the upgrade. If you used another router until you received the livebox then the training should have been completed.

If my line is damaged why am i getting a fast upload speed?
The upload speed never goes as high as the download normally does so it's a little more stable. That and the equipment at the exchange is a lot more expensive, able to pickup and correct weaker signals better than livebox will be able to.

Cheers for the help it might of been that BT tester that did it

I changed the ports from 1 to 4 aswell yesterday

Hmm, not sure I agree with that one.. Chipsets in modems are generally pretty similar to those in ATU-C's (exchange equipment)
The upstream component of your connection uses a lower frequency range than does the downstream. so you could be suffering from high frequency interference. Equally there could be a fault between you and the DSLAM in the exchange, or even the port on the DSLAM.
However, in my experience it is most likely that there is a problem with your modem/router or in house wiring. Have you tried a different modem/router since the problem started ? Also the old trick of taking the front plate off the BT master socket and trying connecting straight in to the wall is always worth a go to rule out in house problems. (Note this BT property so you shouldn't do it. I didn't tell you you should!)
As with all these things, if you can get hold of modem/router DSL logs (showing counters for errored frames etc) it makes diagnosis a little easier. Depending on the modem/router this can be a real pain in the backside or impossible. You are looking for things like ES, SES, CRC errors, LOS, LOF.
