Removed the upstream figures so they're a little clearer.
From what I understand the attenuation is how noisy the line is. Higher the figure then the harder it is for your router to hear the information it needs from everything else.
Noise margin is how well the signal can be heard over the attenuation. Yours seems fairly low so unless that improves on say ADSL Max then I wouldn't expect the speed to be able to go up much higher. I really ought to look into those figures properly as I'm not too familiar with how they change over the different systems.
Think of it like a crowded bar thats noisy. The noisier it is (attenuation) then the hard it is to have a meaning conversation with anyone. However if you can shout really loudly over everyone then it's not so bad as you can turn down that guy using a cheap chatup line really easily.
