So your IP Profile is what it should be i.e. 6500kbps.
Looks like a problem at the exchange or somewhere between youand the exchange or <a href="http://www.maccodes.co.uk" target="MAC">Orange</a>/BT are restricting your connection.
How much do you download/upload per month ? Do you use torrents/P2P ?
I don't download music, games. movies etc or use torrents/P2P so download limit shouldn't be a problem.
