ADSLGuide is one of the well know more reliable ones, it does use Java however.
Another new one is Speedtest.net just remember to select London to run the test otherwise you bias your results right from the start. The site uses Flash so pretty much everyone can use it without any downloads.
It's all pretty automatic and keeps track of your previous results too. Doesn't seem all that good for peak times but while I forgot I was downloading a bittorrent the other night I ran the test and got over 90% right for my download speed. Of course upload was completely messed up.
