< Problems with upgrades to 8Mb ~ Speed

Last year I disconnected my Livebox as I purchased a Laptop running Vista and couldnt get it to connect...As I have been having intermittent problems with the Belkin router I dug the Livebox out of the cupboard and set it up today
According to the Livebox Downstream rate is ( Currently ) 4733 Upstream 605
But if I run a speed test on this Dell Laptop I get just over 2000 Upstream...
Is this telling me that the PC is a problem ?
This afternoon I was getting over 4000 on my work Laptop which is running Vista...
Any help in understanding this would be appreciated
