There are 2 current threads reporting email problems, one which is unique if it has been described correctly (only downloading if PC is on, otherwise incoming emails are lost).
I have experienced another less serious problem for quite a while now which affects all of my Googlemail email addresses. I receive everything TWICE, usually both at the same time but occasionally 5 - 10 minutes apart.
I assumed it was a settings error but having double and triple checked everything I can't identify any cause.

That can happen if your Hotmail or IMAP account is the default mail account and OE is configured to both open directly to the Inbox (which downloads headers automatically) and check for new messages when starting (which also downloads headers automatically). To stop the duplicates, simply choose one option or the other, but not both. Click Tools | Options, then remove the check mark for When starting, go directly to my 'Inbox' folder OR the check mark for Send and receive messages at startup. If you already have duplicates showing, click Tools | Synchronize Account or Synchronize All.

Also try disabling and re-enabling POP in GMail settings (if you havn't already that is).
When having several GMail accounts i find it works better with POP if you join (add) them all so one account checks them all, add them in Gmail settings in accounts, get mail from other accounts, you don't need to alter anything in OE.
If your out and about and need to send mail you can send from any address in the GMail account that you added the others.
