The rates apply to the package you select and don't change unless you specifially change package. Also most people choose to not select the option during signing up about being told of new offers. Also the changes may not always be a better arrangement for you. Speeds, usage, phone package, are just some of the things that can be different.
I think the package price changed around last September/October time.
