Downstream Rate (Kbps) 3616

That's odd. Upstream speed breaks both the LLU and Max rates so you must be on a different product than normal. Also interleaving on means it's not LLU as well. The only other option is Max Premium which has an upstream sync of around 844, don't know the exact figure off the top of my head. You must have somehow have been put onto the premium version but AFAIK that can't normally happen.
This is OANGE we're talking about.....anythings possible with those monkeys at the wheel!
Yes but line orders are almost completely automated except in a few rare circumstances. If you've not changed anything in the last couple of weeks then it becomes even more odd as except in the case of LLU migrations once you're on a connection it's not changed.

Riiiigghhttt?
I've been with the same line/connection/ISP for the last 7 years - from Freeserve right through to Orange - only when with Orange have i experienced these phantom speed increases/decreases/disconections....but i'm sure it's not the ISP it all NOOoooo - i'll just reboot my router and everything will be fine.....thats how it works isnt it?

I think your problem is unique, you should not have upstream data showing above 448 on a normal Orange connection.
If you try to find an Orange product called "Max Premium", you won't because I think it's primarily a BTbusiness product.....unless you initially applied to Freeserve for a business connection ?
Well there have been a couple of automatic speed changes in the past, along with LLU migrations. With the exception of LLU that's not been done for over a year though so connections don't get changed automatically anymore.
IPStream Max Premium isn't a business product as such, just another available connection type, some ISP's have packages for it specifically so you pay more for the extra upload speed. The business products are the Datastream ones, they cost the ISP extra and usually come with faster fault response/support from BT.
You look at most ISPs that offer Ipstream Max Premium and it's shown part of their business supply side. Granted it may not be exclusive to business users.
