I have an 8mb contract with Orange. My line allows speeds to 7mb according to a line check I did.
In the past I got speeds of about 6mb which I was happy with. Now however my maximum speeds seem to be under 4mb and often dropping much slower.
I did a test with speedtester.BT.com as I saw suggested on this forum. My results were -

DSL connection rate: 448 kbps(UP-STREAM) 4768 kbps(DOWN-STREAM)
Actual IP throughput achieved during the test was - 3722 kbps
What does this mean and what can be done to get back to my original speeds of 6mb ?
I've ttried different filters and they seem fine. Is there anyway to see if my connection has been capped at below 4mb as i'm sure it has which is my problem.
Is there anyway to see if my connection has been tapped ? I never get over 3900 and used to get just under 6000.
I think i've been capped at 4 but need to know how to clarify this and if so what I should do to get my real speed.
You need the line stats from the System Info page of the livebox config, that'll be the first step to seeing what speed you're on and what the line should be able to support.
They don't show anything out of the ordinary, just a line that appears to be running at 4 meg with a small scope to go to 4.5 but to be honest that would be pushing it to get that currently.
Interleaving, error correction, is on but that's nothing to really worry about. Margin is around the standard target of 6db so nothing abnormal there either. Attenuation is fairly low so not too long a line, I'd possibly expect a little higher sync speed from that but again it's nothing that really says there's a fault.
There's only real one other thing you can hope for but there's no guarantees with this. During the first 10 days on ADSL Max the system sets the MSR, maximum stable rate. This essencially sets what level of sync can be classed as a fault. If your current downstream sync rate of 4768 is over 30% under the MSR figure then it's a fault and can be investigated, if it's not then it's within tolerances and BT won't really do anything about it.
You'll need to speak to Orange to check the MSR, although that's automatically checked during a line check. Also I suspect you won't be low enough to get that speed classed as a fault.
Why have I been given a 4 meg connection though ? I got about 6 meg for over a year so my line must be capable of this speed.
Have I been capped by Orange at 4 meg and if so can this be changed by Orange and should they do this ?
You've misunderstood this slightly. You're on ADSL Max, the sync rate is only in rare cirumstances capped, otherwise it's only bound by the quality of the signal that can get to you.
From the stats the signal has dropped for some reason, currently it's not possible for your line to run at 6 meg. This isn't that Orange have made it run slower, the line simply can't run faster. It adapts to the circumstances automatically.
As I said before the only real chance is if the MSR is high enough to class your current connection as being under the influence of a fault, but to be honest it's not a great chance.
So my line is the problem and ornage haven't done anything ? Is it normal for aline to change speeds after more than a year and then stay at the lower speed for months ?
Is it likely that my speed will ever increase again ?
