"The registry size limit in Windows XP has been removed. This is not the reason you're getting that message, which is a common database error. Unfortunately, nobody has actually isolated what factors cause the error."

Like borednow says make sure you have the latest windows updates first and If you re-install the modem make sure you install the latest drivers.
I shouldn't think you would need a complete windows reinstall.

Yeah does sound a lot like a windows error, seems like it's trying to set some information into the registry, so other applications and the system itself can use the connection but is unable to.
Any problems with drive space?
Security software acting over zealously?
New software installed?
New updates or patches?
When does it appear?
Does it prevent the connection/program/system from doing something?
Reinstall the modem first if seems related to that although I suspect that may not be that much help.
