<Livebox Issues? ~ Help -laptop only connects when main pc is connected

main pc upstairs is connected wirelessly to live box and runs no probs using a wep code with a wireless adaptor (not Orange)
set up laptop downstairs to run wireless using a belkin adaptor , but have found it only connects when upstairs main pc is connected , it wont connect itself when main pc is off ???
any help appreciated
