I've always thought that Orange BB gives you a dynamic IP - that is, it changes from time to time. Not sure though; might want to wait for clarification on that.
It should not cause any major problems anyway.

You are correct. I've proved this consistently with my network toolkit I use for testing purposes. The reason mainly is because 91.x.x.x addresses usually result in less hops to the core network, typically 4 instead of the 6 to 9 hops that usually result from a 8?.x.x.x type address.

Well, I don't have LLU in this location but this is more than likely since if you do manage to force a 91.x.x.x IP address, you'll find that your links to the central platform will be going over Energis (C&W) and those are ipstream transports (STM links) for none LLU product.
If you are LLU, it wouldn't pay you to do it anyway since the LLU link should ALWAYS result in a faster link anyway... (because you are being taken more directly to Orange's platform - the DSLAMs in your local exchange will belong to Orange\Wanadoo\Freeserve and not BT - that's how LLU works in simplicity)
