I acme across this site after having probs with send & receive in outlook express, i now know i'm not alone and it's not something i've done!!
My problem is it takes about 10 mins to go through send and receive on my account but on my wifes thhrough the multiple email rule they come through straight away, i've emailed Orange but after reading some of the posts i'm not holding my breath.
I've entered that for the smtp server, it seems my problem though is the pop 3 one as they take ages to download from the server, but like i said my wife's email address whichuses the multiple email rule come through within seconds!! it baffles me, after all i'm the main account.
Try disabling the multiple emails rules then do a send and receive all. For some reason various emails seem to get stuck on the server and and don't get downloaded to any of the computers.
I do this about once a month to stop things slowing down

Also make sure on your pc in your email account properties>connections you have ticked " always connect to this account using" and below from dropdown list "Local Area Network" is selected
