IP 193.252.22.138 is currently working for me but there is a delay of up to 15 seconds (during which the message shows in your Outbox) then it sends.
But boborfrank is having similar problems to you so there may be another setting in Outlook or Outlook Express which is causing it. Are you using Express or Outlook ?

Same problem as you, perhaps you both have the same settings problem ?
All other members (I think) have resolved the sending issue by manipulating the SMTP/IP address in some way but you and boborfrank have not.
I know using an actual IP address should have cured it but have you tried entering the various SMTP addresses which Orange use, i.e. wanadoo/orangehome/freeserve/fsnet+.co.uk ?
The only other possibility is to set up another email address and test that because (and I know this sounds like an Orange Tech Support answer) your original may have been corrupted or may have an incorrect setting somewhere. Have you successfully used your current email address in the past ? When did the problem start ?
It seems to be all in good working order now.
It just doesnt pass the test email stage.
But it does send emails.
I ran a test of my own, and it works perfectly.
When i changed the outgoing SMTP, i tested it by pressing the test these settings button or whatever, all went succesfully then, except for Outlook's test email.
I then closed this, and sent an email to another address, and it went through succesfully.
I also believe i am receieving the emails fine.
When the Outlook test didnt go through succesfully, i thought the IP didnt work, but when i proceeded to email another address it did.
I commented in another post yesterday that my wife couldn't send emails from her account/address but I could send from mine, both of us using the same laptop. I had to change her smtp setting but retained my original smtp....then she could send.
I noticed that "n" posts ago back in January you had a Livebox problem.
In relation to this problem, exactly when did the email problem start and how was the Livebox problem resolved, as the last post on that subject was from Elhana suggesting that you look at "Acquiring network address" sticky.
Also have you been able to send using Orange webmail or Googlemail ? Have you successfully sent with Thunderbird ?
What I haven't asked is whether, when you click send, the email shows in the Outbox and if Outlook/Express shows ERROR in bottom right or if it shows WORKING OFFLINE. Also what happens if you click on SEND/RECEIVE icon to force it ?......do you get any error message boxes ?
Have you checked Message Rules for any incorrect settings for MAIL and also check the Blocked Senders List.
