However, it appears that Ofcom has a consumer panel:
Colette Bowe is the Chairman. Judging by a Google search, she gets around a bit in aid of the disadvantaged. Perhaps it is worth bringing Orange into her view?
Unfortunately the Ofcom Consumer Panel is not set up to assist. It is a part-time advisory body and provides strategic advice on consumer policy matters to the Ofcom Board.
