I'm on Coventry Highway, upgraded a few days ago to Orange 8Mbps.
Since then service has varied from 6.5 Mbps throughput mid-morning and afternoon, to around 200 Kbps in evening - far worse than my old 2 Mbps service that was fairly constantly near 2 Mbps all day and evening.
The info from BT seems to go further than you suggested:
16 Feb cease ADSL BT IPStream Home 2000 provide LLU line share PSTN
28 Feb provide Bulk LLU line share PSTN and SMPF to SMPF mig on tactical
13 Mar cease LLU line share PSTN cease SMPF
From what I remember, SMPF is something to do with physical line sharing. Does this pattern of events mean I've been moved solely to Orange-owned LLU equipment?
Fed up with being fobbed off I had a polite 'rant' at a csr (I didn't shout or call him names!) and informed him that I was unhappy at continually being lied to by Orange. Informed him I had spoke to BT who confirmed I should get speed around 4.5Mb not the 1Mb I was experiencing and reeled off the list off excuses that Orange had provided me with since the start of the year. Told him that I knew 1Mb was not the max speed my line would support as Orange had offered me fixed 2Mb for £20 before they brought out the new packages but I held off so I didn't have to pay. I also told him that as a result they were not providing me with the service I have been paying for and that I was going to complain to ISPA and was considering legal action for breach of contract, he said that as they only advertised UPTO 8Mb I didn't have a case but I refered him back to the point I had previously been offered the higher speed and blagged that I had a copy of the offer still.
He did a speed check as if I were a new customer and told me Orange systems reported I should receive a MINIMUM!!! 4.5Mb.
Told me the speed is not adaptive as I had been previously informed and disappeared to speak to the provisioning people that own and maintain the LLU equipment who are Alcatel, if British companies stuck together like this they would be accused of running a cartel!, anyway told me the issue has now been escalted and I should see a speed increase within 3 to 5 working days so I will keep an eye on my stats and run speed test daily from Monday and post the results.

This would be normal for an LLU changover.

Probably the cease completed and the LLU reprovide order is then showing as done as it's supposed to do.

Would suggest a broadband cease has been ordered but I'm not familiar with that system so it could mean something else. It's possible it could be a PSTN cease meaning BT turned/are turning off the phone line for some reason, which also automatically ceases broadband in many cases. Ceases can take upto 10 working days to actually go through so you might want to check on that point.
SMPF = Sharing Metallic Path Facility - basically the exchange where both the phone and broadband share access to your phone line.
This line has a Shared Metalic Path Facility (SMPF) on it - either the broadband or phone service utilises an LLU service while BT provides the other service normally.
I just found this forum on the off chance as ive noticed my 8mb net connection going very slow at times. Just done the speed net test and got these results
If you can i'd migrate now before you get put on llu and they complicate things..
