Your current speed is 2Meg. If you move to Broadband Unlimited your speed will be changed to 4.5Meg.
If you move to Broadband Starter your speed will be changed to 2 Meg. You'll lose your talk service if you have it. Lastly, if you have a Livebox you'll need to return it.
I've highlighted in bold the bit I don't understand. I'm annoying them by e mail about only getting 0.4meg, but could this have any bearing on it?

You currently have roughly 4.5 Meg setup on your line according to our
fault system, which takes readings daily to inform us this. The
information you have there may be a glitch in our systems and is nothing
to worry about.
