Noise margin: 25 dB (downstream) / 22 dB (upstream)
Output power: 21 dBm (downstream) / 12 dBm (upstream)
That's why.
The SNRM is way too high and the Output Power should be 18dBm or 19dBm. In very simplistic terms the router can't hear the signal because of the noise and because of that the signal is having to shout more than necessary.

If you use this calculator http://www.kitz.co.uk/adsl/max...d_calc.php and insert your 25dB attenuation in the relevant box then click CALCULATE it will show you that your router should synch at around 18144kbps with an IP Profile of 15000kbps.

The forum, not me, highlights company names for direct links, that is the paccodes.co.uk reference.
