I posted a question recently about by broadband speed being almost non existent. This is when surfing, however any Peer to Peer downloads are 670Kbps on average. So it got me thinking, is this an Orange server problem. So I went on whatsmyip and it told me I was in Crawley in Sussex, when in fact I am in Ashford, Kent, some 50 miles away.
Can this be the problem of my slow surfing speed? How do I rectify it?

As far as I know, Orange (and possibly TalkTalk) are the only ISPs that can change your IP in an instant.
Disconnect your router for about a minute or so; when it's up and running again, check your (IP) address; it should have changed (well, it did for me when I was with Orange last year).
The 'change' might not be that significant though; for me, the difference was about 10 miles to my true location.
You'll never get an exact geolocation to an IP and it has nothing to do with your connections speed.
Most ISPs have pool of IP addresses your router will pick up and use upon connection. In fact unless your ISP sells you a package with a static IP included you will never be guaranteed the same IP address.
