No I mean subsequently. Obviously it wouldn't work when it wasn't powered, but the power out was only for about 8 minutes and it has been about 2 weeks now with no second line.

Very helpful, as that is what has happened, but no where that I can find does it actually say how you can resolve this/fix it.
Do I have to go through the whole second line registration again?
I know it's not the handset or anything, definitely the power loss.

I don''t know of an answer to this but it is definitely not normal. I switch my livebox off on a daily basis (interference with a video-sender to my bedroom) with no ill effects. This has been done with both my original Livebox and the Livebox Mini. In both cases re-connection of 2nd line has never been affected.
The behaviour of your box seems to suggest it has had a problem. Last year when I had a nearby lightning strike, my original livebox needed a factory reset before it would work again, but while broadband still worked and its system information claimed the 2nd line was connected, the 2nd line telephone didn't work any more. Loss of the stage which interfaces to the 2nd line telephone is a known fault caused by spikes on the power caused by nearby lightning strikes. I believe the livebox mini is more resilient.
I may have to get a new one then. I'm obviously reluctant to factory reset and so on because I will loose internet in the mean time.
One interesting point is, when attempting go to the config page it says "inner fault, please reboot your livebox" no matter how many times I reboot it. I might try a reset, but it seems to say, as you do, that the lightning has funked with it.
Was interesting that, for a short while, it wouldn't work if my Skybox was turned on (the box goes through one of those filter things.)
