Yep mine is the same. Notice it mostly when DL torrents, but also happens at random other times.
The Livebox status lights say all is ok and the second phone line is active. But can't do anything on-line. Can't even get to the Livebox configuration page!!??
Cycling the power to the Livebox is, so far, the only solution. Very annoying.
