My PC was recently wiped due to some hard drive issues and restored to it's factory settings.
I now cannot install my livebox as it says: " This application is not designed to run on your current operating system. To run this installer you will need windows 2000 sp3+ or widows xp sp1+....."
However, after downloading the service pack for windows xp on a seperate computer and transferring it over, my computer now says that the operating system does not need to be updated! AAAAH!
Is this a common problem and what can i do to fix it?

There's nothing to install. I suspect the error message you're getting relates to Orange's latest Livebox installation CD, which will place a shortcut onto your Desktop and probably installs a toolbar and other rubbish, as well as inserting your username and password for you. These latter items are the only necessary bits to get your Livebox working, and can be entered just as easily without the CD.
Type http://192.168.1.1 into your browser's address bar and enter "admin" for both the username and the password (I think that's right - it's long while since I've set one up, and I changed my password early on). If you then click on "My services" followed by "Intenet" you'll be able to enter your user account details. I'm pretty sure you'll need nothing else.
