That's dreadful .....584ms max pause with 294ms avg trip...mine is 99ms and 26ms and that's not brilliant !
You need to use the test socket and eliminate any possibility that the cabling inside your house is contributing to this problem.
These are my results on Myspeed - Appalling, but Speedtest is currently giving 6782kb/sec which is very good (almost 20x faster). Tests on my my own UK hosting I get a very reasonable 6000 kb/sec and I get around 4000 kb/sec from my cheap US hosting. These tests give the speed of the slowest part of the link between you and the test server, much of the time the bit your ISP has charge of is not the limiting factor.
