<Livebox Issues? ~ How is second line working when livebox is switched off?

When I switch the livebox off I can still make calls with my second line, how is this happening? Is it just using my home phone line and will the call be billed to that?
The second line makes calls through the internet, it will be unable to do so if your livebox is switched off, and will so be billed on your home phone line.
All the calls made via the livebox can be viewed online via the Member Centre.
