My exchange (Plymouth) was LLUd recently. Once connected properly, everything is fine and the speed is reasonable.
The problem is getting a connection. If I disconnect then reconnect, it takes multiple (average about 10) attempts to get a connection.
Some of the time when I finally get an internet connection, I can't connect to any sites at all. I've tried putting the IP addresses in directly, but it makes no difference so I guess it's not the DNS servers.
It's getting so I'm afraid to disconnect from the internet in case I can't get back on.
Lord help me when I toss the Speedtouch modem and connect up my new router.
I'm also in Plymouth - since the LLU changeover I've been connecting at 608kbps, it always used to be 1.1 Mbps. Actual download speed is now about 530k, used to be 1Mb (limited by distance to exchange).
Connection reliability is about the same, i.e. generally ok but occasional dropouts or PPP errors.
Overall not impressed with their "improvements" - time to consider cable I think.
