<Livebox Issues? ~ 8MBLivebox connection-max download rate 40kbps-what the hell

Ok, let me just say, that I don't really understand what the hell is goin on with my download speed.
I'm having Livebox D-280. My tel line have been tested and the result has shown that it's capable of the highest speed (8MB)
Therefore my download speed should be really high.
But it isn't. The top speed I can reach (it really doesn't matter which website am I actually downloading the file from) is just over 60kBps. So what the hell is going on? Below I present the actual LiveBox System Information, where it is shown very clearly what should the download rate be like. I'm using wired connection, Wireless is disabled, one port forwarded.

Type: Fast
Noise margin (dB): 30.3
Attenuation (dB): 31.0
Does anybody know, what for Godness sake is this all about? Or - instead of trying to explain all that, wouldn't that be easier to switch to another ISP?
