Those stats show no problems at all, it's not a physical connection problem to the exchange, has to be further into the network.

I use uTorrent and rarely see any speeds above 30kbps.. Internet Page speeds are slow and Youtube videos can sometimes stutter as it buffers.

And i am only 1.6km from the Harrowden Exchange..

I tried downloading at a relatives house and was seeing speeds closer to 300kbps on a 2MB NTL Modem with a Netgear G+ Router.. 1.5Km from Thurnby Exchange..

Any ideas what is causing my slow download speeds??

Run a BT speedtest and check the IP profile it gives.
