What does it indicate when the ADSL light on any modem router just blinks and does not stay solid? Does it mean there is no broadband being supplied on that phone line?

ADSL flashing = trying to sync with DSLAM at exchange.
ADSL flashing = trying to sync with DSLAM at exchange.
INTERNET flashing = data flow
Not always, it depends on the make of modem/router.
For example the siemens router with the starter package use the ADSL light to show sync, on mean's it's connected. It's internet light shows when it's logged on so on solid is good.
The ADSL light flashing doesn't immediately mean there's no broadband sometimes that just means it can't sync and it being off means there's no signal at all.
