Like many others I changed to the home starter package, and like many others now regret it, 18 months with a connection speed of only 130kbps! Strangely my netgear router software shows a downstream connection speed of 2912kbps (line att. 47db, noise margin 14db) and I was getting 1.5Mbps before I changed packages, same equipment computers etc.
Three of us use this connection, it's going to be a long 18 months.
Do as nhyder says, it's likely you'll see the IP Profile set to 135kbps. This is usually due to some sort of connection issue. Can be a just something minor but it can sometimes cause the system to lock down the speed in an attempt to stabilise it.
Ideally the profile should change back up to a higher setting within 3 days, although that depends on stability. You may want to check your router's downstream sync rate as you did before and note if it changes, gives an idea of stability.
