Customers are less satisfied with broadband firms overall than a year ago due to poor service and support.
Tiscali ranks highest of the eight leading internet service providers, while BT is in last place.
Poor customer service and technical support were among survey respondents' main gripes about their broadband firm, according to JD Power and Associates, which carried out the poll.
Broadband performance and reliability were other areas where some firms did badly.
The survey found an overall downturn in customer satisfaction with broadband firms.
Customers now wait on average 17 minutes before speaking to customer service or technical support staff, JD Power found.
Tiscali rose from third place in last year's ranking to hit the number one spot this year. But only 42 index points out of a maximum 1,000 separate Tiscali's score from BT, which came bottom.
Overall satisfaction levels are down by nine points compared with last year to an average 645 out of 1,000.
The survey ranked eight broadband firms according to seven factors that drive overall satisfaction. Those factors are: performance and reliability; customer service and technical support; cost; image; billing; email services; offerings and promotions.
JD Power and Associates ranked the broadband providers as follows, on a 1,000-point scale:
