You're pretty close to your exchange with an Attenuation of 17 so it seems that to keep a steady connection (i.e no PPP Server Down message) the Noise Margin is being kept high which means your speed is kept low.
It's probably a known problem (Orange) with the LLU eqpt. at your exchange.

Well there's nothing specifically wrong from the stats other than it's obviously capped at 2 meg. Most likely an LLU line, especially if you always get errors running the BT speedtest.
The high margin is to be expected with that sort of attainable speed and is just an effect of the cap. If the margin was low then there would be a much lower attainable speed.
You'll need to talk to Orange about the cap, some find the member centre offers a speed upgrade to fix this but that starts a new contract.

Because there's only 2 places to see when a cap like that has been applied on LLU connections. One in a system that's not normally used or checked very much and the other by going into a previous fault where it was capped and spotting the note. The latter is actually the most annoying to get to as you literally have to manually check until you find a note saying that the connection was capped.
