Practically every BT exchange can supply 8 meg these days. It's more likely, especially with a specific 3.9 mentioned, that it's for your specific line rather than the exchange.
To be sure we'd need to see your line stats and a BT speedtest result if you can run one.
I strongly suggest leaving Orange and going to a real ISP - Ornage are not one.
By doing this you will reach your full line speed and be treated as a customer not a source of income for a company that doesn't care.
I moved to Idnet last year and have never had one disconnection since.
My line speed is always fast and stable, their customer support is free, knowledgable, ENGLISH SPEAKING, friendly staff who care about you.
This is the total opposite end of the scale to Orange.
My only problem is that they 'forcibly' (in my view) re-newed contract/s when I simply asked to pay the lower tariff they already had on 5 months earlier for the 'same service' - i.e. from £. 17.99 to £. 14.99.
That was an excuse for them to (in theory) renew my contract - it is not written anywhere that was renewed. Maybe it will be tomorrow morning when I log-in!
So, since my health is degrading thanks to them (I am not joking) and I am the main bread maker in my family and wish to live longer than Orange (!), I decided to stay until the 8th March when the contracts (I have 2 !) ends and move to another 'decent' supplier of which I am already in contact with.
Unless they decide to let me go without a 'unlawful' (in my view) penalty.
They will loose £. 359.76 x year as I have 2 contracts (work and home).
Ten customers like me will make £. 3,597.6 loss!
I am always online and need a reliable connection and that is why I am going as soon as possible - both connections.
Once I have the first one done, I will do the second one.
I am thinking to use 2 different supplier (maybe).

I already went there (BT), but I need the Java plug currently downloading.
Regarding my modem stats (TRUST 445A x6 outputs wired) modem:

Well, as for this morning with my other line, after I start the test I get a:
Unexpected result received when querying the network to find your services connection details. Please try again shortly, but if this problem persists raise the issue with your service provider.
I just read a post on this website:
It does not work if Orange has put you on the llu i believe.
This is possible, as when I complained I was told - ooh, you asked for a MAC code just when we were to install you on a LLU! Then when I found out that I had to wait or I would pay a penalty I asked to install the LLU (hoping to get better!) - I never received a confirmation. LLU if I remember well is supposed to be installed for 'higher' speeds as a racomandation was made last year.
I have to go now, I have not had any food yet!
SPEED is 995 to 1,002 with most speed testers!
Think Broadband:
Date 30/10/07 19:18:25
Speed Down 935.92 Kbps ( 0.9 Mbps )
Speed Up 243.01 Kbps ( 0.2 Mbps )
Port 8095
Server speedtest1.adslguide.org.uk
288 upstream data rate indicates you are LLU so BT speedtester won't work.
Downstream data rate of 1152 coincides with your current speed test results of 995 - 1002.
Your CRC/Errored Seconds are quite high, could be line problem but probably with attenuation of 48, it's the distance from your exchange. But it could also be an incorrect MTU setting or external electrical interference (eg thermostats) or any combination of these !!!
I only know that I id try it directly from the first socket and nothing changed (this is when I had serious disconnection problems).
Now it seems to be always connected (at least I can work at night and weekends!), but the fact that it stays exactly 1Mbps I do not think hasanything to do with loss or interference - that could possibly be when I had frequent disconnections.
I am (when I have time and bit by bit) replacing and checking all cables/connections/connectors/sockets/clipping all wiring not needed to free the line from unnecessary possible load and noise and attenuation and slowly renew the whole house - but it will not change anything now (I am nearly sure of it) it will be only if/when I get (from another provider) a 4 or even 8Mbps when BT renew our exchange connection which I believe is 3.9Mbps at present.
Unfortunately I do not have anymore the nice and expensive instrumentation I used to have in Italy were I worked for several private Telecommunication Companies! I also lost practice of that side of Electronics (I am an Electronics Technician, by the way - with not a lot of practice these days).
I also checked at work just now and it is:

SPEED TEST is 1947Mbps over 243Mbps
So, not a lot different, although I do know that a couple of years ago I BT did replace our line with a better one as we had problems (not the last bit but from their box to the main cable and I do not think is that at home, as it is now working without interruptions for more than a week I think and from that time the speed was also down to 'exact' 1Mbps - !
It cannot get worse - do something for your own sake!
It is so childish and stupid that a well known name like Orange is risking a wave of bye bye of migrations!
Plus, they will certainly be on TV again.
It is beyond me, I would never behave like that with my customers.
