Ive finally had enough of Orange and really want to move providers, but I have one problem and that is that im in a contract with Orange and they wont let me have a MAC code without paying a cancellation fee!
Is there any way to move providers without paying the cancellation fee?

Remind them that they have to give you a MAC within 5 working days wether in contract or not its the law tell them you will report them to Ofcom and the ISPA.

if i do that will i still have to pay cancellation fees?
Thats entirely upto you. As pointed out by Steve, cancellation fees are nothing to do with OFCOM regulations on providing you with a MAC. If you ask again for a MAC and they start getting into the issue of cancellation fees remind them that they are a separate issue and not related and that you will deal with these in due course. If they still insist on mucking you about then tell them you will report them to OFCOM for breach of regulations on providing MAC's
Having seen the latest report on the OFCOM site re. ISP Prodigy, it seems paramount that you register in writing a formal complaint if they fail to provide a MAC code, even if their excuse is that they have no record of your request.
It would appear that when a complaint is made to OFCOM re. an ISP, the data OFCOM request from the ISP concerns customer complaints and MAC codes.

If you do not intend to pay a cancellation fee due to bad service then it will be up to you to dispute it with Orange also fill in an ISPA online complaint form if necessary Here so that its logged they immediately inform Orange of your complaint, many members on this site have had their cancellation fee waived by disputing it and or involving Ofcom or the ISPA, until Ofcom make an example of one of the ISP's with heavy fines sadly this will carry on.
