A pal of mine decided eventually, yesterday, to go with Talk Talk as the Orange service was so awful and so was told by Talk Talk to migrate he would have to cancel his Orange Broadband. As he was still 'under contract' with Orange he agreed to pay what was owing (~£160) just to get out. At no time when he cancelled his account was he given his MAC Code. On phoning Orange today they refused point blank to give him the code (Spiteful ba*****s) as his account was now closed!
He has complained to OFCOM and they have stated that although Orange has reneged on their 'care of duty' there is nothing OFCOM can do as BT has now ‘Tagged his line’. He is therefore without Broadband for upwards of Three weeks.
He should have asked for his MAC code and not cancelled his account. If he had asked they would have given him a MAC code in 5 working days and not while he was on the phone.

Since has when do Orange staff do what they are told to? they also deliberately close an account if they can't retain you they tried it with me but i was quicker than them i reported them to the ISPA before they had a chance to do it to me.

What action (if any) can he now take?
Your friend simply has to wait.
Once an account is cancelled it orders a cease on the broadband line automatically, when that happens they can't generate a MAC code as it'll be no use once the line ceases anyway. They're not denying the code out of spite, your friend simply missed the chance to request one before he chose to go the cancellation route.
When you want to leave it's either an immediate cancellation or a MAC which cancels the account once it is returned by BT saying it's been used.
