LOL, as funny/ludicrous as it sounds I actually made this comment a few months back.
It would certainly address this issue of the 'decent connection lottery'. After all, why should I be paying the same amount as someone else who is getting 6 times the speed I am? (in my case my slow speed is totally attributed to Oranges inability to provide higher speed rather than line length etc etc).
If 6meg is the top reported speed for an Orange connection, then I want to f**king pay £3.30 for my 0.5 meg connection. Actually let me correct myself, with the abysmal treatment and utterly pathetic service I've received, Orange should be paying ME to use their service ffs.
