Specific support for Outlook, has always been a general no. Most try to help on it though as it's generally similar to Outlook Express which they do officially support.

Uninstalling outlook express just removes the icon from the desktop and quick launch bars. there is no way to actually uninstall outlook express as its part of the operating system.
1. Remove Outlook Express 6.0 from Windows XP Home Edition or Windows XP Professional.
a. Click Start, click Run, type appwiz.cpl, and then click OK.
b. In Add or Remove Programs, click Add/Remove Windows Components.
c. In the Components list, click to clear the Outlook Express check box, and then click Next. Outlook Express will be removed from the computer.
Reboot.
2. Reinstall Outlook Express 6.0 on a computer that is running Windows XP Home Edition or Windows XP Professional.
a. Click Start, click Run, type appwiz.cpl, and then click OK.
b. In Add or Remove Programs, click Add/Remove Windows Components.
c. In the Components list, click to select the Outlook Express check box, and then click Next.
d. After Outlook Express is installed, click Finish.
Yup, you're re-installing from the data remaining on the hard drive. All it does when you remove it, is hide it.
It's similar to when you delete a file, you don't actually remove from the hard drive.
