After nearly 4 wks time waiting and going to write to small court claim, Orange got my line connected. However, the situation doesn't seem to be very good. Noise margin has been quite high and Attenuation is ok as well. But Max download rate is just so low....

Either you're on an IPStream 1 meg connection, which I find very unlikely from the look of it, or you're on an LLU connection that's been capped at 1 meg. Possibly set to that level as part of the problem getting it connected.
Attainable speeds are a rough calculation and depending on what data they're based on and calculation used they could give different results. You practically never run exactly at the attainable speed so some systems will underestimate to try and produce more real world values.
Just got an update information from Orange, my line has been capped at 1Mb for line checking reason and the CS said it would take 5 to 6 working days to get that fixed( Probably, I hope so!)
By the way, I found that the speed test result showed that my ISP is Cable and Wireless? Is Orange putting the LLU victims to other company's line in order to grab some time to solve their LLU's problem?
Oh, my god, just confirmed with Orange's technical support department. They said my line has been regraded from LLU 4.5Mb/s to LLU 1.0Mb/s and there is still no schedule on when I will get my line back to 4.5Mb/s. They said my line is not able to support 4.5Mb/s and upgrade is just impossible in this stage.
I am really wondering if they are going to cap my line at 1Mb forever and I will end up paying 19.99 pounds for 1Mb/s ONLY!!!!

It should be able to support 4Mb or above, even though the worst case, 2Mb should be absolutely fine but not just 1 Mb!!!
Is there any department that I could go to complaint about this case?
