I pulled the plug with Wanadoo, as I got a better offer for unlimited use from Tiscali for £10 less than Wanadoo because I was still on Freeserve contract. Anyway everything went smoothly and within 8 days (I'm not joking) I was changed to Tiscali Broadband.
I knew I had a payment to make to Wanadoo, so I left my Direct Debit open for them to take the money out. I knew this was the right thing to do, because I read a help section in Computer Active Magazine advising you not to stop companies from taking their last payment from you as this would stop them sending their heavy mob to you. So when they took the last payment from me, I canceled the Direct Debit straight away.
When I receive my first statement/bill from Tiscali, they had prorated the first month from the date they actually took over. With this I could then go back to Wanadoo to ask for a refund.
On phoning Wanadoo, they said that they would refund me but didn't have any bank details to do it (I'd canceled the DD). So I gave my card details and I was told to expect the money within 4 days and this was on the 4th May. GREAT.
Wrong! By the 12th May no money had arrived, so I phoned them. They turned around and said "WE ONLY TAKE PAYMENTS & MAKE REFUNDS ON THE 4TH OF EVERY MONTH". I blasted them and called them thief's, as they were holding onto my money. They said their systems are only setup to do these transactions once a month and they can't over-ride it.

It's almost certainly untrue as they were taking my payments on the 13th of each month. They've also told me that they will refund me by the 22nd of this month.
Don't know much about the billing side of things but I believe the billing date is set by when the line is confirmed activated by the system so it can bill you. Then on it's the same date each month I think. Not sure how this effects refunds though.
You are billed on one day of the month. This cannot (or could not?) change.
If your account went "Active" on the 12th, the money will be APPLIED FOR on that date.
However!
If you pay by Direct Debit, the agreement with the bank and you are bound to, is the money will leave the bank up to and between 10 to 14 WORKING days later, so the money leaves your bank anytime after the 12th, up to and between 10 to 14 working days later.
You pay by card, it'll leave on or around the 12th.
Bank holidays screw this up a little sometimes, but it's the same regardless.
Refunds work on the same procedure. They cannot be processed before the billing date on the account. Placed on the wanadoo account, Yes. Actioned, No.
