Not sure where the best place to post this is, but over the last week or so I've experienced really bad download speeds - files that previous took 10-15 minutes to download are now taking 4 hrs +. Coincidentally, a few days after this started happening, I got a phone call from Orange offering me their new package which features 'Dynamic Line Management' which supposedly stabilises the broadband at the highest possible level, but they also take over your phone line from BT - all this at approximately double what I'm paying now.
Is anyone else having the same problem over the last couple of weeks with downloads or am I just being paranoid? It seems to particularly affect megaupload even though I have a premium membership with them, which basically makes it worthless....
Rats.... I had a sneaking suspicion that's what the problem was - it just seemed a remarkable coincidence that it happened just as they were trying to flog me a new product....

I'm on an 0range LLU service & have never experienced any traffic management or any issues with download limits, although there is supposedly an FUP.
I actually tend to limit my peak downloading to about half my bandwidth using utorrent. Still gives me 8meg.
If you can get the 0range LLU product then once it's stabilised then in my experience it's very good. Others have good reason to disagree though.
The big issue with 0range is it's India based support team which must be just about the worst there is. If you get problems with any 0range service then it's a true nightmare. For that reason alone other ISPs might be a better choice.
I know that Sky is one of the few with no download limits, not sure about TM though.

I have exactly the same problem as yourself and have experienced the same phonecall for the upgrade or cheaper new package?
I will say that i have had a lady ringing me on my mobile on a regular basis to try and resolve this (shes in the highest tech department?) but not that clever with the internet, lol. Anyways 3 BT engineers out, profile changed, no congestion problems, but im still not getting any download speeds from my ftp site (works ok elsewhere). heres the reply i got from my ftp forum.

Use bigstar's http://trvx.com/itrafficmonitor/ to monitor your transfer speeds with different protocols as a proof that your ISP is throttling your connection. It's the same code that is in FlashFXP's transfer graph but monitors everything, not just ftp.
So the person at Orange won't help you since there not aware of this, because usually this is implemented at ISP's datacenter and nobody but higher-ups and 'need to know' people know about it. Or he knows about this throttling but isn't allowed to talk about it.
