Apparently the reason in simple:
In a certain area Orange via LLU has been given a certain amount of bandwidth, but they simply take on more customers than their capacity allows.
There are companies that wish to provide good service to their customers and thus only sell bandwidth within their capacity. Obviously Orange is not one of them.

That seems to be what is happening at my location. Worst time seems to be between 8:00pm and maybe 1 or 2:00am. At 07:00am on a Sunday morning, it's fairly reliable by comparison.
Thinking about it, I had exactly the same experience with my Orange mobile phone. Often I would get voice mails that had been left several hours earlier, and the damn phone had niether rung, or been used. Clearly they had more users than lines available. They have obviously used the same business model for their broadband operation.
Yet another shining example of corporate greed with an Orange glow.
I just wish I'd asked Vodafone if they did broadband when I changed my mobile.
