That's my second option. I spoke again to my credit card company and apparently although Wanadoo have/had a continuous payment authority, because they have admitted they owe me a refund, if I wait for a month after the date when they claimed they'd refund the money, then the CC company can do a chargeback. There may be a problem though as I only had the refund promise over the phone not in writing.
So, if the chargeback doesn't work then I'm off to Small Claims. The amount of money is relatively small, £27.99, but after everything else they have put me through I am not prepared to let them get away with my money.
