I have also been having the same problems of sending mail using Outlook Express. Have just found this forum and followed nhyder's advise. So far it works for me.
I've had this problem for what seems weeks now with no joy in sorting but I've just downloaded Thunderbird as suggested by Lou UK and at last I can send emails again!!
I tried the SMTP port setting changes and the IP address variations for the server but to no avail!
This email Outbox problem has been denied by Orange again and Again to me they have had me making new accounts re-installing Outlook Express telling me it's another ISP or Virus problem, and all the time it's there server !!. I intend to contact Ofcom and ask Orange for the cost of my 0870 phone calls to them to be refunded.
These people do not have the balls to admit their mistakes how can we have any faith in ANYTHING they tell us.

Having just fixed a problem where i could not access nearly any website-Thanks to keith of this site for fixing the problem- I now can not send email. I use outlook express and a wireless router. It had been working well for years (except when they have outages they don't admit to).
Unlike other posted error message mine says:
The connection to the server has failed. Account: 'pop.wanadoo.co.uk', Server: 'smtp.wanadoo.co.uk', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
Does anyone have any ideas?
I'm so angry at them I intend to not only get a new ISP but also change my network from them who I've been with since 1996. It was just wannadoo I hated and I kind of hoped Orange would sort this out. But its worse. Far far worse.

That error just means it cannot connect. Just to check, do you have any antivirus that scans email and have you checked without that to make sure it's not preventing it going through.

Also tried smtp.orangehome.co.uk instead?
it gets through sometimes just not all the time. And when it does i can always receive just not send. It seems to be working again now without me adjusting or changing anything.

Hi All,
Further down this thread there is an IP address (193.252.22.138 or 139 or 140) that worked for me.
Over the past six months I have had intermittent problems and been told the same sorry story from Orange Support as most of the posts here.
I have changed the SMTP settings to wanadoo, freeserve and orangehome and all worked once changed but then stopped after a while.
The change to the IP address seems to have had the most long lasting effect so here's hoping!
