My download speed has been approx 130kbps for nearly 2 weeks now, Orange don't seem to think there is a problem, I have had a BT engineer out and he said there is no problem on the line. I should be getting 3mb, I am fed up speaking to tech support as they just think I am whinging.
This is my latest BT speedtest:

I specifically asked for them to do a line test, as I was capped at 135k too. I quoted all the BT speedtester results at them, told them i'd done everything like unplugged Sky, used the master socket, etc, and I wouldnt back down until they agreed to a test. And today, the test was done, and my cap was lifted.
The whole process took about a week. And 4 phone calls.
Just remember generally these low profiles are caused by something happening, usually a 1 off that corrects itself in 3 days or some sort of fault somewhere. If your connection keeps reconnecting then this could indicate a problem, it just needs to reconnect at a much lower speed once every 3 days to make the system think it's unstable and keep the profile low.

Oh that's total rubbish Elhana. Why is it that Orange seem to require people yelling at them for this problem to be 'fixed' yet switch ISP's and the speed goes up?
I went from 600k to 3MB+ by changing ISPs and oddly enough the low speed issue has never reoccurred. Hence the problem is with Orange and not with the router dropping back to slower speeds unless the router HAS to because Orange are capping it/doing something stupid or otherwise being useless.
Just to let you know my experiance with the same problem.
I had 0.1Mb for a month after having a speed of 2Mb for a couple of years.
Orange were unable to solve this. I knew the problem was not at my end as I had tried two routers.
Eventaully when I asked for a MAC code they said they could switch me to Standard ADSL from ADSL max to fix the problem.
The result of this was total loss of broadband. I gave my MAC code to BT and 24 Hrs later I was connect to BT with 2Mb again. ORANGE SUCKS!!! Move away!!!
Someone from Orange called me yesterday from in the UK. He was following up my speed problem, which sorted iteslf out without any help from Orange by the way. Although I am not getting the speed even Orange say I should be getting.
After a bit of chat about broadband I mentioned the useless tech support in India. The advisor then had a bit of a whinge himself, saying he had worked for Orange for 5 years knew everthing about computers/routers/broadband and how to set them up, but that Orange would rather use the call centres in India as they are cheaper.
I know we all knew this already but its nice to have it sort of confirmed!

You're talking about Orange being able to force the "BT" profiling system to a specific value. This cannot be done AFAIK, the profiling system is automated and ISP's can't set this. They can request fixed speed connections which don't go that low and can be spotted fairly easily.
There are changes that go through when changing ISP that can set the profiling system back to the start but thats about as far as it goes.
You were on an LLU connection which is managed by Orange directly and is a very different situation. It is true that capped low speeds on LLU connections can be fixed by moving ISP's, you move and get a completely new connection to different physical hardware. ADSL Max to ADSL Max the biggest difference is the profile may be reset and your username changes nothing physical changes.
