Yep, the old "we are migrating your line" garbage. "Phone back in 5 - 10 days".
I contacted OFCOM who informed me of the 5 day rule regarding MAC Codes. i have now phoned again telling Orange i have reported them. they say i will have a MAC code by Feb 02 (15 working days BTW).

OFCOM should know that General Condition 22 concerning MAC codes and migration allows very few excuses for not issuing a MAC.
One of those excuses is the one that Orange have given you. Apparently it is not possible for the BT system to produce a code when the service is being provisioned......BT computer says "NO".
I would presume your exchange is being LLU'd, that's why the BT system can't issue a MAC.

they say my line is changing from IP stream to LLU, which is all jargon to me
i phoned Sky (thats my new ISP when i get out of Orange). their system is also LLU. does this mean i should be able to migrate ok or will Orange keep tags on the line etc to make it difficult??
Think yourself lucky, have you seen this thread where it appears that Orange issued a MAC then started the LLU provisioning before lemurtail used the MAC ?.....result invalid MAC which can't be used.
