I've been languishing in Leamington Spa (West Midlands) on a paltry 2.2Mb connection, despite being an original Freeserve customer and constantly paying for upgrades.
My brother just joined Orange up in Llanrwst (North Wales) and even on a stringy copper wire nibbled by sheep, he gets 8Mb!
Probably hes reading off the sync rate as opposed to the actual speed of his connection, 8 meg speed is a misnomer as top speeds are around 7meg on a really, and I mean really good, connection.
I'm afraid he does seem to - he pulled 480Mb off the internet in around half an hour yesterday. Does that sound right for 8Mb? He lives in Llanrwst out in the sticks.

I have a steady 6.6Mb dowload speed (with Sky) and I pulled a 115Mb file down in a little under 6 minutes last night, so I think your brother has a slower connection than 6.6
Sounds like your brother is on a 2Mbps connection, 480MB in 33mins = 2.048Mbps. Therefore chances are he's on Orange LLU which if your luck hovers between 2 & 2.7Mbps. On "Be" I can download the same file in less then 5 minutes, not that I'm bragging
