You dont fix it, it is Orange being their usual reliable self. The only way to cure this problem is to get a MAC code, move to an ISP that can give you a decent connection.

Looking at your attenuation and noise margin figures, I would say thats probably about the best speed you'll get.
Remember its an "up to" 8 meg service.
