Up until a few months ago I was getting 3.5 Mbps download and 0.5 Mbps upload. This gradually deteriorated down to 0.8 Mbps download and 0.2 Mbps second upload.

Seams normal, if you are not that close to the exchange.

Your downstream rate also on the config pages, should be close to your attainable rate. If so, seams a normal line.
